2010
Built By a Founder Who Understood How Programs Truly Succeed
@Orchard began with the lived experience of founder Tiffany Nguyen-Eastman, whose early career inside major federal system integrators shaped a clear understanding of what drives program success.
She recognized a truth most companies don’t operationalize: traditional HR recruiting isn’t built for the speed, scale, and strategic complexity of government contracting. Programs succeed when workforce delivery performs as a mission-critical discipline—not an administrative function.
Working directly with business leaders and capture teams, Tiffany began building a repeatable delivery approach designed to help organizations win and deliver—not just fill jobs. She drove workforce strategies for competitive bids, identified and engaged incumbent teams, and orchestrated post-award transitions that often determined whether programs started smoothly or stumbled.
That success revealed an opportunity—if this model could transform one contractor’s results, it could strengthen many others.
Tiffany launched @Orchard to bring this capability to a broader market, partnering with Simon Evans to extend the platform across commercial sectors—from banking and consulting to biotech, diagnostics, enterprise technology, and consumer brands.
Together, they built a scalable, workforce-driven professional services firm that helps federal agencies, primes, and commercial organizations achieve objectives, win critical work, and grow successfully.

2015
A Prime Contractor Built on Talent Precision and Mission Delivery
As @Orchard supported more federal programs, a pattern emerged: the firm wasn’t simply helping large primes succeed—it was delivering essential components of prime-level execution.
In program after program, @Orchard delivered the structural elements that make or break federal programs—securing incumbents, orchestrating transitions, engineering workforce strategies, and deploying talent at scale.
These weren’t support tasks. They were structural elements of mission execution. And because @Orchard approached them with uncommon rigor, the firm consistently delivered outcomes that elevated entire programs.
A natural conclusion emerged: if @Orchard could enable major primes to deliver their missions, it could deliver those missions directly.
