Mission Context

Reliable fisheries science depends on high-quality data collected under demanding conditions—often at sea, on tight timelines, and across complex survey operations. NOAA Fisheries’ Northeast Fisheries Science Center (NEFSC) relies on consistent, scientifically defensible observations to support stock assessments, ecosystem monitoring, and long-term management decisions. Field and survey operations are where that science begins: if collection is inconsistent, unsafe, or poorly instrumented, downstream analysis and management outcomes are compromised.

Objective

Provide sea-going, field, and survey support services for NEFSC’s Population and Ecosystems Monitoring and Analysis Division (PEMAD) to ensure critical ecosystem and stock assessment data are collected safely, consistently, and in alignment with NOAA protocols and scientific rigor.

@Orchard was selected to support PEMAD by delivering disciplined, high-quality field operations across diverse platforms and survey designs. Our teams provide at-sea leadership, execute survey protocols with consistency, and operate and troubleshoot scientific instrumentation in real time to keep surveys productive under dynamic conditions. We support fisheries-independent surveys aboard NOAA research vessels and enable fisheries-dependent data collection from commercial fishing vessels—adapting methods and logistics to real-world fishing environments while preserving scientific integrity.

To sustain reliable data collection, @Orchard maintains, repairs, deploys, and supports survey gear and instrumentation, including the use of electronic measuring systems and the development and operation of advanced technologies such as optical camera platforms and active acoustic systems. We integrate field execution with NOAA-approved electronic data systems and sampling protocols to support accurate species identification, biological sampling, measurements, and specimen processing. By aligning field operations, technology performance, and data standards, we strengthen data integrity at the point of collection and support a seamless transition from observations at sea to actionable science on shore.

Effective science also depends on communication and trusted collaboration. @Orchard serves as an operational bridge between NOAA programs, vessel operators, and fishing communities—ensuring survey objectives and constraints are understood and applied in the field. Through clear coordination and on-deck problem solving, we help reduce friction, improve compliance, and enable safe and efficient survey execution across regions.
