Mission Context
A large government agency depends on a workplace culture that is respectful, inclusive, and compliant with federal Equal Employment Opportunity requirements. To support this objective, NOAA required recurring EEO awareness training to ensure employees understand applicable federal laws, agency policies, and workplace responsibilities, and can apply them in day-to-day decisions.
NOAA needed a training partner who could translate complex and evolving requirements into practical learning experiences that resonate with both staff and leadership across a distributed federal workforce.

Design and deliver a customized EEO training program that strengthens workforce awareness, accountability, and decision-making while meeting agency requirements for role-appropriate content, flexible delivery formats, and measurable learning outcomes.

@Orchard designed and delivered a fully customized EEO training curriculum built around NOAA’s operational context, workforce needs, and compliance obligations. We translated federal laws, executive orders, and agency-specific policies into clear, actionable guidance through scenario-based instruction relevant to both employees and managers.
The program integrated realistic case studies, decision points, interactive polling, pop quizzes, video content, and visual learning tools to maintain engagement and improve retention. To support flexible implementation, @Orchard structured the curriculum into modular components adaptable for multiple delivery formats, including a four-hour classroom session and a two-hour web-based training experience, without loss of instructional value.
During development, shifting federal and agency priorities required content changes midstream. @Orchard worked closely with agency stakeholders to update the curriculum while preserving accuracy, educational impact, and alignment with the evolving regulatory environment.
Deliverables included a six-module training program delivered by certified EEO trainers, a detailed participant workbook with live links to applicable laws and agency regulations, and infographics that simplified complex EEO processes.
Impact
NOAA gained a ready-to-deploy EEO training program that supports legal compliance while reinforcing a respectful workplace culture across the organization. The training was well received by participants and validated through formal evaluation: 94% rated training quality as Good or Excellent, 100% indicated the training met expectations, and 97.5% agreed their knowledge of EEO laws and agency regulations was enhanced.
The program created a durable training framework NOAA can use over multiple years, strengthening internal capacity and supporting consistent, high-quality delivery at scale.
